MSA Rules & Regulations

As per the March 2026 Board Meeting correspondence, the Government of Manitoba has put into law The Protecting Youth in Sports Act. This directed Sport Manitoba to develop the Safe Sport Policy Manual that becomes law for every sport organization and its Members to implement. The Sports Organizations are obligated to implement the respective policies.

With the implementation of the Safe Sport Policy Manual, the MSA Rules and Regulations (R & R) have been amended by the removal of the Manitoba Soccer Association Disciplinary Code (MSADC). The MSADC included information related to MSA Code of Conduct and Ethics, Discipline, Complaints, and Appeal. This information is now part of the Safe Sport Policy Manual. The new policies that are in the Safe Sport Policy Manual replace the pre-April 1st, 2026 MSA related policies.

The MSADC also contained the MSA Disciplinary Mandatory Minimums. This section has now become an independent, separate document that will be applied by the respective judicial bodies as needed.

The MSA website will have a section dedicated to the Safe Sport Policy Manual along with all the resources available to our Members. The replaced policies have been removed from the MSA website.

The MSA R & R were amended at the same Board of Directors meeting that the Safe Sport Policy Manual was adopted, with an implementation date of April 1st, 2026.

The MSA Board made amendments to the MSA Rules and Regulations to comply with Sport Manitoba, Canada Soccer Rules and Regulations, as well as removal of items that are no longer relevant, and additions of an introduction to the Safe Sport Policy Manual and a brief discipline section to cover items that may not be specifically addressed by the Safe Sport Policy Manual.

The following are the approved amendments to the MSA Rules and Regulations:

Section III. Operation of Leagues

  • 2. - Replace “four” teams with “six” teams - CS rule 12.1

Section IV. Registration of Players and Team Officials

  • A.11. - Replace the age from “12” to “10” - CS rule 6.5

Section VI. Referees

  • 3. - Remove “and small-sided” - MSA does not have them
  • 8. - Remove the section - MSA does not have them
  • 17. - Replace with: All registered referees shall comply with the Safe Sport Policy Manual Code of Conduct and Ethics policy.

NEW - Section VIII. Safe Sport Policy Manual

An explanation of The Protecting Youth in Sports Act and Safe Sport Policy Manual is provided.

NEW - Section IX. Discipline

Since the Safe Sport Policy Manual has replaced the MSADC this section is to compliment the Policy Manual in areas that may not be addressed but must be captured.

Section IX. “Definitions” is now Section X

Geographic areas definition change to match the Sport Manitoba boundaries that are North, West, South, East, and Winnipeg.

Appendix B. MSA’s Seven Geographic Areas

Remove the appendix and added a link to the map on the MSA website below the Governance Documents (Rules and Regulations).
